Electronic Air Brake Slip (eABS) Support for Regulatory Modernization Project Serves Class I, II and III Railroads through Data Quality Improvements and Application Development

The adoption of electronic air brake slips (eABS) has been a fundamental shift in regulatory modernization for the freight rail industry. By allowing railroads to monitor mileage at an individual equipment level, eABs have driven a reduction in additional manual labor and inspections needed for verification purposes. Railinc continued to move the regulatory modernization needle in 2021 by dually supporting the needs of both North America’s Class I and short line Class II and Class III railroads. Highlights of Railinc’s data quality improvement work for Class I railroads included refined equipment location reporting, a newly introduced projected mileage functionality and the aggregation of repair data submitted by railroads to correlate intervals between inspection and repair completion. Separately, leveraging the prior year’s web application development work, Railinc also launched a new mobile application for short line railroad users, a welcomed solution for submitting inspection data and querying mileage. Comprehensively, these accomplishments will drive improved efficiency for railroads, which results in additional time- and cost-savings.

What’s Next?

Through Railinc’s efforts to aggregate data in 2021, additional opportunities to receive and provide analysis of Class I-provided data sources have been identified and will be pursued at the benefit of these railroads in 2022. Railinc will also work toward its goal of involving a larger number of short line railroads, so that it may enable better decision making around maintenance and repair tasks industry-wide, without also requiring a significant increase in manual work.

User-Level Personalization a Key Priority for Positive Train Control Interoperable Lifecyle Management

In 2021, Railinc released several user-level enhancements to Positive Train Control Interoperable Lifecycle Management to support interoperability, regulatory compliance and ease of use for participating railroads. The introduction of user-level time zone control – the first release of individual-selected time zone settings within a Railinc application ever – along with establishment of customizable email notification filtering and daily email reports containing 24-hour overviews were several of the user-requested releases to support efficiency among railroads. Railinc also prioritized custom reporting development in 2021, specifically leveraging the Tableau interface to allow users to track changes and make comparisons between versions. By introducing new user-level enhancements, railroads now have greater control over what information is received, when it is shared and in what format, so that individual railroads may tailor their settings to best utilize the platform and maintain interoperability with other stakeholders in the industry.

What’s Next?

Railinc will grow its investment into user-level enhancements by releasing independent deployment capabilities for railroads in 2022. Once live, individual users will have full control over whether or not to deploy specific versions of software, independent of choices made by other railroads, and will also have control over when said deployment takes place. This will allow railroads to refine decision-making processes by the individual user. Additionally, Railinc will also focus on developing additional dashboard enhancements over the year.

Gateway Operations Services Program Invests in Routability for Location Management, Digital Bulletins for Clear Path™

As the industry’s needs evolve, the Gateway Operations Services Program maintains its focus on supporting current industry initiatives while helping to explore new growth opportunities. 2021 saw the onboarding of system-wide GIS data for all Class I railroads, a significant milestone for Railinc’s Location Management program that will enable track-level visibility for the entire North American rail network. Additionally, Railinc successfully delivered GIS updates for the majority of the Class I railroads to the Federal Railroad Administration (FRA), allowing for continued improvements to the North American Railroad Network (NARN) utilized throughout the industry for routing and mileage calculations.

Clear Path-focused accomplishments in 2021 included a partnership with Railinc’s Positive Train Control Interoperable Train Sheet team to perform an assessment of industry bulletin processes and explore the potential value of a centralized bulletin support system, the addition of new messaging capabilities to enable digital bulletin delivery, and the development of data receipt processes to support train ID matching solutions using updated EDI messaging. Application maintenance activities were focused on data quality and user interface improvements, as well as refinements in the management of train delay location data to support Chicago Transportation Coordination Office (CTCO) efforts to evaluate trends in terminal performance. Railinc also participated in the analysis and delivery of Clear Path historical train movement data to support the Chicago Region Environmental and Transportation Efficiency (CREATE) Program.

What’s Next?

2022’s work will build on Railinc’s vision to explore new use cases for data analysis. Among the forward-thinking initiatives pursued this year, Railinc will focus on working toward the development of a fully connected Rail Industry GIS (RIGIS) network. An advanced network routing methodology that supports rail traffic analysis and allows for more precise mileage calculations will also be a key priority in 2022. Finally, a Clear Path system upgrade, focusing on infrastructure improvement and application modernization to improve performance, is also on the docket.

2021 Short Line Electronic Air Brake Slip (eABS) Support for Regulatory Modernization – Phase 1 of 2
This project supported specific short line and regional railroads to improve event and location accuracy.
2021 Hot Bearing Detector (HBD) Data Sharing Value Expansion – Phase 1
This project will lead to significantly increased sharing of HBD data – which facilitates data transparency, activity and visibility for inbound trains. In addition, it supported separate efforts around detector quality monitoring (DQM) and future alert creation.
2021 Improve Visibility Through Equipment Identification Enhancements – Phase 1 of 2
This project improved equipment visibility by addressing the accuracy and quality of AEI sites, RFID tags and Umler® data, as well as through wayside detector matching and process improvements.
2021 Comprehensive Analytical Assessment of Derailments
This project supported Class I railroads in reviewing and prioritizing how to address and standardize monitoring by providing an assessment of derailment data. The analysis included reportable and non-reportable derailment data.
2021 Electronic Locomotive EPA Labels
This project developed a repository for EPA emission data to be centrally stored and accessed. This capability eliminates the need to maintain labels on each locomotive and engine.
2021 Federal Railroad Administration (FRA) Workflow Tool
Enabled railroads to standardize and streamline one-time movement authority (OTMA) requests to and responses from the FRA by providing the FRA with a workflow tool that facilitates a faster review and approval process.
2021 Detector Quality Monitoring (DQM) – Phase 3 of 3
Railinc implemented detector quality monitoring for hot bearing wayside detectors in phase 3 of the DQM project. This work completes the multi-phase DQM work originally prioritized by EHMC.
2021 Locomotive Mechanical Status Sharing – Phase 2 of 2
This project extends Railinc’s 2020 work to share transportation defects by including locomotive mechanical status sharing.
2021 End of Train Device (EOTD) Management and Utilization Enhancements
Provided EOT managers with additional reporting tools to reduce the time needed to research EOT hire and EOT fleet management issues, along with reducing the number of overall exceptions. This project is a continuation of Railinc’s 2020 EOT work and focused on three main themes: improved EOT event reporting; enhanced reporting functions; and the addition of a new workflow to EOT exceptions.
2021 End of Train Device (EOTD) Management and Utilization Enhancements Value Expansion (2020-2021)
This project advanced Asset Health Strategy Committee (AHSC) EOTD program priorities by improving device location identification and progressing next generation EOT specifications. Through this project, Railinc improved device visibility by mapping the location of EOTs in association to yards and along the track and automating utilization metrics in a common Equipment Assets Committee settlement/AHSC management dashboard.
2021 Chicago Planning Group (CPG) Technology Advancement Program
This project updates Clear Path’s EDI 161 message integration with participating railroads to enable digital bulletin delivery and enhanced train ID matching. Application workflows were streamlined to support extensibility of this capability beyond the Chicago terminal.
2021 Location Management Rail Industry GIS (RIGIS) Platform
This project improves the quality of GIS data and provisions GIS sustainability to Class I railroads and other industry applications as part of a continuation of a multi-phased program to enable industry-wide GIS data sharing capabilities between Class I railroads.
2021 Positive Train Control (PTC) – Interoperable Lifecycle Management – Phase 3
Enhancements performed on the ILM master workflow platform enabled the industry to oversee interoperable requirements management and test case management for interoperable configuration items (ICIs). This effort also helped in tracing test cases back to system requirements. The project provided additional value-add features for interoperable release management, change management, configuration management and knowledge documentation.
2021 Positive Train Control (PTC) – Fully Scalable Train Braking Simulation Environment – Phase 1
This project enables TTCI to improve efficiencies and expand the capabilities of the current Positive Train Control (PTC) braking evaluation methodology for freight and passenger operations. This was accomplished by developing a flexible and secure application to host, execute, store and report on braking algorithm scenarios executed by TTCI.
2021 Rate EDI Network (REN) Value Expansion (2020-2021)
Enhanced the network user interface to simplify workflows, reduce touchpoints and improve usability for industry participants, as well as continued to address technical capabilities to support its expanding user base.
2021 Interline Settlement System (ISS) EDI 8010 Upgrade
This project updated ISS to be compliant with the EDI 8010 rail standard, expanding the ISS system’s ability to distribute revenue waybills and provide a mechanism for concurrence prior to settlement, thereby eliminating most post-settlement disputes.
2021 Last 3 Loaded STCCs by Equipment Search
This project allows shippers to view the last three commodities loaded in a hopper car. The last three commodities are sourced from loaded waybills reported to Railinc over the past five years.
2021 Deliver Industry Event Reporting Metrics and Scorecard
This project improved visibility and data quality of shipment reporting for railroad customers. This project created two sets of monthly reports to give the railroads a look into how well TRAIN II events are being reported at the industry level and at their railroad. It allows railroads to identify if event reporting gaps exist and where improvements may be made.
2021 Embargo Value Expansion
This project increased efficiency by providing an all-clear notification after an embargo is cancelled, providing more flexibility on embargo criteria, and by improving usability.
2021 Customer Service Committee (CSC) Studies on Event Reporting, Waybill Editing and Customer Location
This study consisted of a comprehensive investigation into customer information needs and potential solutions.
2022 Car Repair Billing (CRB) Improvements
This project will help envision a standard process for exception handling in CRB to submit and respond to exceptions in a timely manner and reduce administrative overhead. It will develop a process that ensures that required mechanical defect reports are received for relevant CRB records so that defective groups of components can be more quickly identified.
2022 Defect Detection – Hot Wheel Monitoring
This project will utilize wheel temperature detectors to help identify dragging breaks in a non-braking train, which can help reduce the cost of wheel and brake shoe changes for car owners. Railinc’s work, initiated in 2018 for cold wheel temperature, will be leveraged to determine industry rules and thresholds for these equipment conditions.
2022 Defect Detection – Equipment Health Management Committee Alert Closure Improvements
This project will identify and implement updated business rules to improve the alert closure process and the timeliness of data used to evaluate the alert state and ensure that equipment issues are properly addressed to increase safety.
2022 Equipment Failure Analysis (Value Expansion)
This project will identify recurring equipment issues when cars in the fleet exceed fleet-level expected thresholds for repairs. It will build on the existing network data capability to more quickly identify trending patterns of component and equipment failures to increase safety.
2022 Improve Visibility Through Automatic Equipment Identification (AEI) Enhancements – Phase 2 of 2
This project will address AEI site issues identified in Phase 1, quarantine site data that is inconsistent and initiate work on identifying AEI radio-frequency identification tag issues in a centralized bad tag table. This work supports the site owner, increases the reliability of industry alerts and enhances the value of AEI to downstream processes.
2022 Locomotive – Data and Defect Notifications
This project will allow railroads to receive locomotive defect and status information in-house, in advance of interchange, to aid locomotive planning purposes and increase locomotive utilization while reducing emails and phone calls.
2022 Locomotive – Repository of Run-Through Agreements (Phase 1); Support HPH (Phase 2)
This project will provide a repository for run-through agreement terms that can be applied against foreign utilization of locomotives. Run-through agreements – which address fuel, time, mileage and other terms – are foundational to handling HPH and are on the HPH Roadmap.
2022 Multi-Level Pool Billing (MLPB) Data Analysis and Reporting
The MLPB Data Analysis and Reporting project will develop audit reports of the MLPB Data Exchange data to identify billing issues and cost metrics to support management of fleet and vendor relations.
2022 Paperless – Federal Railroad Administration (FRA)/Railroad Portal Enhancements – One-Time Movement Approvals (OTMA)
This project will address additional railroad/FRA communications to be prioritized in a workflow portal to support quicker approval from FRA, which will increase equipment utilization. Some items to be prioritized may include additional OTMA workflows for freight equipment and the standardization of existing manual requests and approvals.
2022 Regulatory Modernization – 215 Inspection Support/Support for Electronic Air Slips (Brakes I, III)

215 Inspection Support: This portion of the project will support data, analysis and development of priorities that progress regulatory modernization and include the use of technology to aid carmen with completion of effective inspections to support future cost-savings.

Support for Electronic Air Slips (Brakes I, III): This portion of the project will provide data analysis and support for 24-hour, off-air, unlimited pick-ups/set-offs and brake slip mileage validation that supports regulatory efforts.

2022 Component Tracking Conditional Approval Process Study
This study will support the task force in designing a standard Technical Committee Approval Process (TCAP) for tracking the onboarding of multiple manufactured components and parts to reduce administrative time and effort. The 2022 work will define the need for a potential 2023 implementation.
2022 Damaged and Defective Car Tracking (DDCT) Movement Proof of Concept
This proof of concept will measure the current performance of routing and cars arriving at destination, studying methods (current and proposed) for car owners to initiate movement of their cars and ensure routing to destination, through DDCT.
2022 Chicago Planning Group Technology Advancement Program (Clear Path™ System Upgrade)
This project will enhance network visibility and application performance by updating Chicago Clear Path to incorporate improvements in system infrastructure (e.g., message formats, architecture) being developed as part of additional Clear Path deployments and initiatives beyond Chicago.
2022 Location Management Rail Industry GIS (RIGIS) Rail Network Enhancements
The Location Management RIGIS Rail Network Enhancements project will further development of the RIGIS rail network, including the implementation of advanced routing capabilities and continued data quality improvements.
2022 Positive Train Control (PTC) – Fully Scalable Train Braking Simulation Environment (Pre-Trip Planning) – Phase 2 of 4
This project will build upon the platform developed in Phase 1 and begin to host, execute, store and report on braking algorithm scenarios executed by Transportation Technology Center, Inc. (TTCI), enabling TTCI to improve efficiencies and expand the capabilities of the current PTC braking simulation application.
2022 PTC – Interoperable Lifecycle Management (ILM) – Phase 4
This project will build upon Phase 1-3’s PTC management modules, which provide an end-to-end process to support the introduction and testing new PTC components, by integrating requirements and test case modules for new configuration items in the ILM system.
2022 PTC/Automated Train Operation (ATO) – Train Control Variability Analysis
This project will initiate the development of tools to share data in support of advanced train control and automated train operation initiatives. Evaluating data such as locomotive status, equipment status, mechanical failures, and service interruptions could be used to perform variability analysis and help railroads identify and mitigate unexpected events during highly automated train operation.
2022 AskRail® Value Expansion
This project will further enable safety by ensuring that the AskRail application stays up to date with the Pipeline and Hazardous Materials Safety Administration (PHMSA) data files. The project will also provide more visibility to first responders by adding rail crossings and mile posts to the map and will separately improve usability for AskRail users and administrators.
2022 Embargo Usability Improvements
This project will further improve and reduce operating costs of the AAR Embargo/Official Railroad Station List Permit System by adding administrative tools for permits and embargos.
2022 Review and Update Forward & Store Edits
The Review and Update Forward & Store Edits project will review and update Electronic Data Interchange (EDI) 404, 417 and 426 business rules and associated Forward & Store edits to align with current use and industry needs.
2022 Forward & Store 8030 Upgrade

Advanced ETA

Reliable expected time of arrival (ETA) details for rail shipments is a feature highly requested by industry stakeholders, as having insight into a shipment’s ETA can improve efficiency and overall performance within the supply chain network. Following a 2020 proof of concept regarding sequence modeling and advanced ETA, in 2021, Railinc was able to shift from using historical data to predict ETA to employing deep learning – an organizational first – and sequence modeling to make real-world, real-time ETA predictions. More than 1500 origin-destination pairs were modeled and deployed into production last year, delivering ETA information to customers that predicts arrival times within an hourly range, a marked improvement from the previous estimation unit of measurement: days. Looking ahead, Railinc will improve upon its process by utilizing transfer learning, capable of training highly accurate, lane-specific models more quickly at one-third of the current expense.

Wheelset Intelligence

When customers have access to more intelligent tools to assess maintenance planning cycles, the potential for cost savings is significant. With the launch of Railinc’s new Wheelset Intelligence tool in 2021, car owners now have better visibility into when a railcar wheelset is approaching condemnable wheel impact load status and needs to be replaced. Using this tool, customers can view the probability of a specific wheelset becoming condemnable with more than 90 percent accuracy recall and use that knowledge, coupled with additional metadata, to make informed, data-driven decisions around how and when to perform repairs. Railinc looks forward to providing further value this year by increasing its investment into degradation estimation, specifically focusing on using deep neural networks to provide specific, foreseeable ranges of mileage or time until the wheel reaches condemnable status to customers.
